It shouldn't surprise you: if you drop clocks and bin for low voltage parts then you don't need so much cooling. The downside is worse performance than the competition, which is pretty bad for a halo part costing so much.

AMD has really seemed to have worked on their Crossfire drivers for DX11 games - in most of them even PCPER noted they had slightly better and more consistent frametimes.
