Will this PSU be enough??

I am thinking of suggesting a Seasonic S12G 450W for the following build for a mate:

Xeon E3 1230 V3
16GB DDR3
R9 280 3GB
240GB Kingston SSD
One 500GB HDD
Gigabyte Z97N-WIFI mini-ITX motherboard
Kuhler 620 AIO water cooler
Bitfenix Prodigy case

Other PSUs I am looking at are Seasonic M12II Evo 520 and possibly the Corsair CS550M,although the latter seems to use a few Chinese capacitors which I don't like.

The maximum PSU budget is around £60 and decent build quality is important as the build does need to last around 4 years,with maybe a graphics card upgrade down the line.

CPU max 80W + R9 280 max 250W = max 330W for the majority

SSD max 5W + DDR3 max 5W + HDD max 7.5W + MB max 10W (guess) + AiO max 10W (guess) = max 37.5W for the rest

Would say it is easily enough, but measuring the exact consumption is hard for each individual component. Your suggested 450W PSU will be enough and cover for any upgrade in the future. If by any chance the owner would remember to stick to the same TDP GPU as his current GPU in the future, I think even a 350-400W PSU would do. But I hardly think that his system will break 100W most of the time (idle).

600-700w would enable even R 295x2 (or a card with similar TDP) which seems unlikely if we take into account the current video card.

Yeah, that's a bit of a bargain. For some reason PSU prices don't seem to have shifted much over the years - I picked up a 650W Antec Truepower Trio about 7 years ago for a build and that was ~ £60, which always looks a really good deal when I spec up hardware nowadays (although that might have had something to do with the exchange rate at the time, I guess...). But that might go top of my list of recommended PSUs while it's on offer, given it's got 80+ Gold....

I'd probably say you can't tell what a good PSU is until you run it through its paces and sustain a fairly heavy load

I remember when I first started out with computers (not long ago ) and I bought a HEX (Compucase) 550W. Thing lasted but now I look bad and am not surprised my Nvidia 7950GX2 didn't work properly.

Its usually the PCI-E lanes that show if a CPU can handle the heat most CPUs are efficient enough these days as to not stress a CPU too much.

im running same cpu with a higher power draw card and more drives on a 550w psu without any issues... that said it has lagged out a little on occasion, think its time to stick a bigger psu in there?

As Jim is saying. Lagging out is hardly a PSU related problem, like "spikes in power distribution will lead to spikes in performance". If the PC laggs, it is most likely because of HDD/SSD problems, OS or driver problems, BIOS settings or not enough performance resources to cover your needs.

The build was done last weekend but with the Bitfenix Phenom instead. The PSU is great heavy but also quite compact.
