Don't waste your money on that overpriced power hungry cpu. If you are going to spend that sort of money then a i5 4690k and Z97 motherboard is the way to go. If you really want to stick to AMD then get a 8320/8320e which will drop in your current motherboard and clock it.

The 9590 is a strange choice for a primarily gaming PC, it's quite a lot slower than a similarly priced i5 in the typical floating point heavy game.
All of the AM3+ chipsets are pretty ancient and don't support PCI-E 3.0. Graphics cards don't see much benefit from it though so it's no big deal:

I'm not quite sure what your requirements are with the RAID setup. What do you mean by a 'bit more RAID'? I'm not quite sure what your current set up is doing, I didn't think steam had been that successful at getting non-game apps.

What rev is your existing motherboard? If that is a DS3 rev 3, then it can take an FX8370 and job done. Don't bother with the 'E' low power variant, I don't think you will see enough performance increase over your existing hex core Phenom.

Of those I think the most interesting one is the FX 6350. These chips need clock speed to be impressive, which is why I am ignoring the 8370E.
In your shoes I would probably get a new motherboard, and with that budget I would probably be looking at an i5 or Xeon.
