Ask Nvidia. They control who has access to GSync, and they control whether they implement FreeSync.
AMD have I think done all they can (except keep making FreeSync better which it sounds like they are working on).
Intel are strangely quiet on the whole issue. If they adopt one of the technologies, then that could be like a deciding vote to the marketplace. Whichever way they went could generate them a lot of hate, so perhaps they need both technologies or none.
If AMD do manage FreeSync over HDMI, then that might be a game changer having it turn up in all sorts of cheap monitors not just the expensive displayport ones.
In the meantime, I am considering whether I should just get a fixed 144Hz monitor and ignore the whole issue.
Im thinking of getting the aoc g2460pf. Do you guys think there is any other options for around £200?
Isn't 60Hz currently the highest officially supported refresh rate for 4k over displayport anyway?
Besides, if you're seriously considering a $399 4k monitor you're probably thinking about at most something like an R9 Fury GPU, and that's only going to push 40-60fps, making a 60Hz freesync monitor a pretty good match.
EDIT: bah, caught by a necro; although I'm genuinely interested in whether there is any supported way to drive 4k @ more than 60Hz ... anyone?
so anyone use freesync at all? i use g-sync with my asus rog swift and love it but havnt tried freesync yet myself, wondered how it compared?
Some more budget FreeSync monitors incoming:

They cost between £115 to £150. The second sub £150 24" FreeSync monitor too and both are available in the UK too.
TH tests the monitor with the latest firmware:
