Yes, RIMMS have to be in pairs - or alternatively I recall a "fake" RIMM that was available that made the system "think" you had 2 installed and allowed you to use 1 stick.
Ahh My friend has rimms, also has two blank plates in the spare slots. I have one stick floating around just wondered.
I thought that you just needed the terminator plates if you were only using one RIMM, and that you can use two with no problems?
It depends if the motherboard is dual channel and on the RIMM type. All the Rambus motherboards I have used required pairs but

There are 16-bit and 32-bit rimms. I don't think the latter (wich is far more rare) needs to be installed in pairs.
