Should of said if you wanted PWM or fixed speed, I've never found a fan that was "quiet" at 1500rpm but you can knock that speed right down via PWM
One of the big things you'll hit is that sound is subjective and highly affected by environment.
I can make you're current setup 100% silent easy, just buy one of these http://www.wiltec.de/acoustic-5-tone...iren-fire.html and turn it on every time you want to use your pc and you'll never hear your fans again.
