Getting rid of fans is up to you. Water cooling will not get rid of all the fans unfortunately. (unless you go for a resorator)

In water cooled systems there are usually two fans in more. One in the Power Supply and one blowing on the radiator.

Usually in a water cooled setup the processor, graphics card and sometimes northbridge are cooled. Water cooling is usually a lot better than air cooling because the radiator can be bigger and the water takes the heat away straight away.

You could have a water cooled PC with just one fan if you have a passive PSU and then have the fan blowing out of the case and through the radiator.
