Given that number is meant to be the segment it wouldn't make sense that they haven't decided, but similarly it wouldn't make sense that they'd suddenly jump to an even number after a prolonged period of using the R9/R7/R5/R3 nomenclature, particularly when you're talking about an x80 class card. The kind of re-segmentation can get you a lot of angry enthusiasts (I remember the stink that got kicked up when the 6870/6850 were lower bracket cards than the 5870/5850). The current naming system doesn't need a change in segmentation, and certainly not one that would bump the mainstream cards up towards the enthusiast segment; the RX should be a higher segment card than the R9 by that reckoning, while the 480 should be a lower segment card than the 390. Makes no sense either way...
