I'd personally still go with a low profile desktop case in slim-tower orientation, but at least the option is there to go for a vesa-mounted itx case or prebuild...

Just an off thought - if you want to use some form of vesa mounting option, the best graphical performance you'll get would be from an AMD A10 APU*. FM2+ itx motherboards run to around £80 - £100, the 65W A10 7800 can be picked up from just over £100. There's a few mini-itx cases on the market that can be vesa-mounted (prices around £50 - £70). You'll almost certainly need a low profile aftermarket cooler, but there's a few options around for that. It'd probably be the "best" compromise you'll get for your planned uses...
* or an Intel processor with Iris graphics, but you can double triple the budget if you want one of those

How about no PC?
None of this having to worry about where to stick your computer. Perfectly capable of running a dedicated graphics card if you want some gaming.
But again, with all these specialist requirements, I think they cost a few bob.
