It is, how can you tell? (Excuse my ignorance)
CPUz Memory->Timings->Frequency = 250Mhz
250Mhz x 2 = 500Mhz DDR :P

its worth a try, see what SPD says you should be able to get at that frequency, crush the memory with Prime95 and see if it starts producing errors, if so, nudge up the dram voltage a notch and try again.
What would you consider to be a 'dangerous voltage' I think my ram is at 2.7 v at the moment?
2.5v is default, I wouldn't go any higher than 2.8.
