It looks like AMD is indeed dual sourcing Ryzen cores to both GF and TSMC,and its the first time they have used TSMC for a high performance core:

Looking at the issues Intel has had with 10NM,and their own CEO saying 14NM will be used for "leadership products" between the middle of next year and the end of next year,there is a real chance AMD might be able to jump onto a new node before Intel. OFC,that is assuming GF and TSMC don't have some issues or Intel can pull a 10NM Rabbit quickly out of the hat(you can never know! ),but it seems a wise strategy to use two fabs,and at the very least it should mean less capacity constraints.
