Its like if you had to move two buckets of water in one go from one location to another. Now imagine if your identical twin took one bucket and walked with you identically under the same conditions and you both could get there twice as quick now due to less carried weight -that is perfect dual card scaling.
Basically by splitting the load,between two cards you can get the game to run quicker.
However,the game needs to support it,so in reality both siblings take the buckets of water on slightly different routes and it takes somewhat longer than the ideal scenario. Sometimes one sibling might collide with the other and delay the journey,ie,sometimes you get worse framerates than a single card.
For some reason I am thinking of nice cool,buckest of water! I wonder why?

2 video cards is not the best idea these days I think (unless you really need 4k @ 100hz or whatever) since manufacturer 2 are not really spending time supporting it any more. That's what I've gleaned from youtube for quite a while now.
If you still need 2 display GPU cards, do careful research, usually better just to get 1 better card I advise.

The reason why SLI/XFire are not as well supported now is that they don't work well with certain rendering/lighting methods which are used in consoles IIRC.
