Thermaltake Silent Boost K7 is relatively cheap (15-20 quid) and it pretty quiet and effective

I used to use the Thermaltake Volcano 12 which did a decent job and had an adjustable fan to quieten it down when it wasn't doing much. About £15 now I think.

SilentBoost in my view. Though if you want "real" quiet you should swap the sticj Panaflo M1 with an L1A (about £5)

I like the Vantec Aeroflow if you can find one. Cheap, very efficient and not too loud.

GlacialTech coolers - there like system builder coolers but there so quiet.
