Just a casual gamer - a friend wants to build his wee one a cinema/games room and wants a build put together.
Will most costly of Roblox, Fortnite, Minecraft and COD - looks like 3080 will be the sweet spot.

Thermalright BA120 CPU £18 - you can get apeerless assassin for about £30; if you get a hotter cpu later it may be worth the investment.
Storage - 500gb ssd - can't face finding one.

Case - maybe a Lian Li A3 mATX Black £70 - the motherboard is Matx so you can find some nice compact cases.
GPU - a 6750xt can be found for around £250-300 with coupon 7700xt for just over £300 - Check HUKD, its usually ebuyer via ebay with a coupon.
May save some dosh on the PSU (about £10) but I think its decent value, probably what i woudl get if I was buying new and the GPU is going to be the limiting factor. A 3070 or 6700xt can be found about £200 used.
A cheaper build is AM4 5600 £60, ram 16gb is £23 and then any mobo, even a A320 will do.
I'm not doing RGB; the moboboard does not havea 5v argb header. There are cheap thernalright c12c fans on amazon and you can get a controller like a Jonsbo RC01.

Not 100% sure what the monitor situation is though but will leave him to sort that out.
It is probably either the first or second most important component for a gaming system, the most important point being resolution. The other component is GPU and the two kinda neet to match each other.
Unless the budget is pretty chunky, probably ignore 4k monitors but the price differential between 1080p and 1440 is .... narrow. And narrowing. but (obviously) 1440 is going to put a bigger load on the GPU.
I've been looking at monitors rccently, though trying to decide between 1440 and 4k .... and have pretty much decided on 1440. I found some of the recent roundups on monitorsunboxed on Youtube pretty helpful, and the logic seems to be that unless budget is really tight, the "sweet spot" is probably 1440 (over last few months) but choosing the right monitor can make a big difference to spec, without (in many cases) making a huge difference to cost.
Of course, there are still pretty expensive models at the high end (if looking for fancy OLEDs, etc,) but there are a lot of very good non-OLED models at much more modest prices.
Personally, i prefer to build enough into monitor spec to last through erhaps this and the next GPU upgrade (i.e. several years) simply because it's a pretty expensive item to upgrade later. But if budget's very tight, that might not be an option. It is, though, I would suggest a point to at least think about before just going and buying any ol' monitor.

A 3080 might be overkill for that usage, but again depends on what they want to spend. 6750XT is a good go-to for £300 ish new, as mentioned ebuyer do some good deals occasionally on eBay. Or 2nd hand will get them much more for the money

If you think that's a cost challenge, wait until they're university age.
Mind you, the way things are these days? Put it this way, in my day (late '70s), Uni was pretty much a no-brainer if you could go, unless you knew what you wanted to do and it wasn't the right route. But these days? I have to say, from everything I've seen, I would have to think VERY long and hard about whether uni was worth it. For some career paths, it's pretty much if not utterly mandatory. But it would make me think twice about my anticipated career path (accountancy). Which would be a good thing, as while it was a useful element of my education/training, I hated the actual job and switched out first chance I got. And pretty much tripled my salary package in the process. So I can't say I regret going to Uni (not least, a lot of fun) but I'd have to think very hard indeed these days.

Chosen intel over AMD out of preference and as for the monitor, I believe the PC will be hooked up to a tv since the room is being kitted out for cinema room spec.
If budget is no issue the 12700k is fine but it's eol.
An air cooler for 1/4 of the price will work. The 4060ti is not great at £400. A 7800xt although consuming more power is much better in rasterization.

Would save a fortune with a 5700x3D, B550 and rx6800 or 7700xt with better performance overall.

As mentioned, you're buying a dead-end platform if you go Intel. Go AM5.
Buy a 7600, get an in box cooler and save about £20 on the CPU alone (or go 7700), you can also get a good B650 for £130/£140 and the RAM will be the same price. Then in a few years time they can pick up a better CPU and not have to swap everything.
