I have found this guide on notebookforums.com on how to undervolt your pentium M cpu. It is a fantastic guide and works great.
My old cpu voltages were:
600mhz=0.988v
2ghz=1.340v
My new lower voltages are:
600mhz=0.700v
2ghz=1.100v
At 600mhz the fan does not come on at all any more (even when at 100%load at 600mhz)

CPU RightMark is a great little proggy though, and its probably safer than bios settings. When I went to 1.068v at full load I got BSOD but because the voltages only change when this program is open I was fine on the next reeboot (no need to reset CMOS - if you even can with laptops).
. In fairness though, since I put DVD-Shrink on it for them, they probably do benefit from a bit of Netburst goodness now and again
