    I take it that i can't run 2 hardrives from a single USB2.0 enclosure

    By using a double IDE cable and power cable (molex) splitter?

    Would be convenient despite having a hd running outside the case

    I've tried that and it doesn't work, don't bother. It may break your enclosure's chip or your drive. The power supply wasn't meant for two drives as well.
