Is the heatsink for your 3700+?
Ordered one of these yesterday, should be here today I went for the YS-Tech 120mm 38mm fan. 125cfm, 45 more than the panaflo and only 5db more.

okay cool, the decibel scale is logarithmic which apparently means that every 3dba higher up the scale is double the loudness (I think).
Of course the problem is that one 20dba fan can sound alot louder than another 20dba fan.
