    Shuttle AV49V/VN issue

I just recently bought a new shuttle motherboard and i installed it. Everything was okay until windows was about to boot. The loading screen flashed for a second...then some code came up for about a milli-second...then it proceeds to reboot and it will do this over and over again. I have no idea whats wrong. I would like to re-install windows but it only gives me the choice to reboot in safe or normal mode. I am new to building so try and dumb it down for me...hah.
