I was looking at PCI raid controlers and I was thinking about how much slower they were gona be... Then I cam acros this box shot! Notice it says 40% faster then onboard controlers

    Is this posible?

Depends how fast the "most" they tested against were... PCI maxes out at 133MB/s don't forget, and you'll never really get above about 80% of that in real terms so ~106MB/s is the max through a PCI card. Onboard doesn't always have this restriction as they often link them straight into the bridge chips which have higher bandwidth buses.
