I ask because im considering getting a nice new graphics card, but I don't have a PCI-E mobo yet and wont for a while, and my new GPU will last me a while and I will want to use it in my next (PCI-E mobo) for a good couple of years.

Depends on the chipset.
For most of them, either they do, or the AGP performance is poor.
But for the ULI m1695 there are no penalties at all, so get one of them.
If it's AGP and PCI-E you want then you'll want one of these
Don't think there are too many motherboards around that support both PCI-E and AGP. The ASRock as in exception. Their reputation is for no-frills budget boards. They're good, and cheap, but you won't get much OC'ing out of them.
