Lag but Not :s

PLaying some css on my bros pc, due to being back gome for chrimbo. Hes running a 3200 venice with 7800 GT 256mb and a gig of bog standard 3200 samsung. His fps is fine at like 100 and above when playing cs source, but it feels like its lagging the whole time, i.e just not very smooth movements. Nothing seems smooth. Hes playing it on a 19 inch samsung aswell.

If anyone has any ideas to what could be causing this, it would be greatly appreciated

It could be lag caused by the server, or the Net conection, thats what it sounds most like.

Put the net graph on, I think its net graph 3 that shows loss and choke as well.
Try turning the settings right down, if its still doing it then its unlikely to be the pc.

Does the PC connect to the net via wireless? - If it does, disable Wireless Zero Configuration.
