go for a cooler operating 939 opteron :P
or watercool it , once you go wet you wont go ....emm back !
Check all your fans. Stopping them one by one to see which one is noisiest. Also check the cpu heatsink and fan. The Thermalright XP-120 or SI-120 with a Nexus fan on it would be a superb option.
See what the fans are like on your PSU. It may be that too. Again, the Seasonic ones are dead quiet.
The packaged fan is a bit noisy. I'm gonna replace mine with a zalman after this semester when I get time to mess around with it.
Name your hole system and we could piont out what to do.
i agree, some quieter fans, a heatsink with a 120mm fan on it and a fan controller. failing that you could try these

-Get a Zalman 9500 from scan, yes there are better coolers but the zalman is silent (at minimum setting) and with the included package (fanmate and all the other extras) its a bargain.
-Get a Zalman VF700CU for your graphics card. This will viod warranty but it will help and also increase the value of your card. Again, this is upto you.
-The PSU, please inspect the PSU as it might be a sound source.
What about case fans? What HARDDRIVE do you have?
