    problem with reseting pc

when i reset the pc it wont fire back up it stays at the black screen but to get it to turn on again you have to keep on turning it on and off and then it will come on after a while but only when the machine is reset if you power it down normally it will turn back on

Check the wiring is the right way around especially Power switch, reset button.

Also you may want to strip it down an see if anything is shorting the motherboard, like a loose screw.
