heck no! If you want performance and silence the best bet is these new 10k rpm 2.5" SAS (Serially Attached SCSI) drives, they rock, but cost a bomb (their very cunning high performance and ment for blade type applications!).
Seagate i like, silent drive enclosures do also drop the sound, but as to if its worth the price tag, well i don't know mine are second hand, and all i find is it removes the vibration hum, but not the access ticking/scratching.

Samsung SATA 250GB drives are amazing.
Perfect for quiet, good value, nice capacity and speed is good enough (although not raptor fast).
Price today at Scan £58. A bargain.

Spinpoint p120, I've got one and it is much quieter than my last seagate was.
Spinpoint is quiter than any hdd. Even quietpc recommend spinpoint.

Performance/cost, I would go Western Digital, but not the Raptor series. The Raptor are undoubtedly fast (as long as you don't just look at sequential performance), but they are very poor value even when you don't take size into account.
My next drive is likely going to be the WD4000YR. The YR series incorporate some of the tech found in the Raptor series, except the faster spin rate. But it is still a bit costly. If I was to buy a drive today, I would most likely pick between the WD3200 series.
Seagate and Samsung are quieter idling, but ALL of them get noisy when seeking. And depending how noisy your system is, even an Hitachi (technically the noisiest) doesn't make a racket on idle TBH.
