PSU wattage and low power consumption

Here's a shock for everyone - I'm going to get a Conroe and I'm not going to overclock it! OK, deep breaths folks! And now onto the question proper. I've got a nice decent Antec case with an Antec 430watt PSU. The reason I'm going for a Conroe is to get the benefit of an advanced low power CPU. I want to have an always on server without the leccy bill going through the roof. My question is - will the PSU always output 430 watts or is that just the maximum it can output?

That's the maximum. It will only draw what's (like watts, getit? ) required, with an overhead of 20% or so.

As a matter of interest, while I'm talking about, what sort of wattage do hard drives draw? Any pointers?

Peak (startup) around 30W, but can be as low as 20W for some models. On going draw is much lower.
