    Really?

Everywhere I've seen has had lower prices - dabs, aria, micro direct, scan etc

In a word - yes, the "street" prices of the dual core AMD chips have fallen dramatically, some chips such as the Athlon 64 X2 3800+ about half the price that they were just 2 weeks ago! Scan have the 3800+ going for around £111, which when you consider it's overclocking potential is a bit of a bargain.

Well originally I was thinking opteron 165 and OC it to a nice FX-60 level, however, the price for them has remained a steady $327 at newegg and the X2's have dropped like crazy. Just wondering should I spend the extra cash and grab the opty or save $160 bucks and get the 3800 or hell even the 4200 since it is only $199. Not sure if the performance is all that different.

Only 512k cache X2's have dropped (3800+ 4200+ and 4600+). 1MB X2 are now EOL, so prices probably wont change and optys weren't included in the price drops.
