Do you not have a BIOS option (such as Q-Fan on Asus boards) to do that?
Failing that, you can buy a fan speed controller such as the Zalman Fanmate-2 for 3 quid.

The fan will only slow down if something tells it you are happy for it to slow down. Some people want their fans running full speed all the time. Your motherboard monitors its speed, but something has to tell it to slow it down.
As Isy says, Asus boards have Q-fan in the BIOS which is a bit rough (basically one of three settings). A good alternative is to download Speedfan, read its manual, you have to figure out how to configure it to read the right sensors for your motherboard but when you know which temperature sensor refers to your CPU temperature, and which fan speed sensor refers to the Freezer 7 Pro fan, you can set it to automatically adjust the speed of the fan based on the CPU temperature. It takes over the fan monitoring. Very clever.

Does Q-fan have three settings? I only ever noticed 2, work (quiet) and gaming mode (flat out)
Anyway, looking at the PDF of the manual from Asrock it looks like there is a setting in the BIOS under "H/W Monitor" called "Quiet Fan" which if enabled will run the fan just fast enough to keep the CPU under the temperature you set.
Freezer 7 is noisy because it always runs at full speed (33-36 dba). Running it at lower speeds hampers its performance considerably (this is due to the heatsink fins being close together).

I have an ASUS mobo and q-fan allows 3 settings: Optimal, Performance or Silent. I have it set on silent generally and the fan spins between 900-1700RPM, which is ok i guess (even though the PC probe software that comes with the ASUS board give an alert :S). If i have it on performance though, it runs at between 2700-2800RPM which i can't understand since the box says it only goes up to 2500RPM
Either way its a new build so havent really tested it yet, so i dont know if silent mode will make the fan too slow. With the fan at 900RPM the cpu temp is around 42c which i think is fine.
