Sounds like a bad CPU to me. Make a final check that:
You have the latest BIOS
You've reset the BIOS (clear CMOS - probably via jumper)
The motherboard's PCB is v2.1 - you may have an earlier version that won't support that CPU.
Check manual for manual settings (sorry!) of jumpers etc.
BTW - there is only one way round that a SoA HSF should go (AFAIK)
IMHO PC Chips motherboards are the worst I have EVER encountered - sorry!

i had no problem with the 848 used to get great over clock on my 1600duron on it
2100mhz could never do it when i changed board
Right, final update folks.
The symptoms experienced by the 2600 ended up happening on the 1700 aswell, so i went to a friends dad and have a shot of a 3000 for justnow, which is working fine
So it seems the 2600 was decked when I got it and I managed to break the 1700 somehow...
and thanks for all the help, i've made a note of it all in a word document called "troubleshooting guide" - which if it gets filled enogh might get posted here for other folks use
