Sounds like a microATX or smaller PSU to me... The sort of thing you get in Biostar Ideq's n Shuttles etc.

It does not sound as if your current CPU will handle much of a video card upgrade. Keep in mind that you could possibly get a video card, put it into the system, and not be able to use it at all if your power supply cannot supply the proper amperage on the needed voltage rails. It is also a small possibility that a powerful graphics card can kill a 250w power supply which would render your entire system useless.
These are extreme cases but, you need to consider all of this before spending your money.
There are dedicated power supplies that can be added to a system to run a graphics card. You may want to consider that.
Also, in addition to the specifications already requested, can you provide the rest of your system spex? Are you certain that your MOBO can accept a PCI-Express GPU?
