Also choose a good stable motherboard which will leave you with a good upgrade path for example the Asus P5B range.

Ive just moved from a Northwood P4 3Ghz to an E6600, new mobo, mem and gfx, all I can say is VERY VERY impressive. I would suggest one the 965 mobos but depends on ur gfx setup
Toms Hardware, despite a number of faults, is still a useful website for comparing stuff.
They have a fairly good CPU comparison chart, which I put in a C2D 6400 (2.13 Ghz) verses a Pentium 4 641 (single core, 3 Ghz, 2MB cache, 800FSB).
A random selection of tests shows dramatic improvement using the Core 2 Duo, for example converting audio files using Ogg was 1 min 54 seconds for the Core2Duo, 2 mins 41 for the P4.
Check out for yourself here:
If you overclock the Core2Duo from whatever speed (1.86 or 2.13Ghz) up to 2.8Ghz, you will be looking at a good 20% overall system improvement on top of the already great results. There is absolutely no contest, and this is reflected in the absolutely stupid prices you can now buy a P4 for (which i still wouldn't touch with a bargepole even at those prices).
