I don't think a move to 60mm will help all that much. Anyone who's tried to do silent mods to a normal sized PC knows that you need to move to 80mm before hit a resonable airflow/noise balance. Even with a 80mm I doubt that it will move enough air to cool a SFF PC. The perfect SFF PC was the Apple cube. Pity that wasn't developed further. I know that PC'd these days run hotter then the G4 chip in the Cube. Perhaps what is needed is something that has a 120mm fan front and rear with air flow (built like those silent PC) with airflow straight through like the fans in the G5. But with and external PSU like a laptop or indeed the Cube.

    Actually I just spotted this

Thats one hell of a mod!.....But.......it involves mounting the guts of the Cube on its side and as the cooling system requires that the Cube acts like a chimney....cool air in the bottom, hot air convected out of the top.....I have a feeling that it may end in tears.

    Still.....visionary modding.
