there is an X1900XTX going 2nd hand off ebay for like 3120 at the mo, not a bad deal if you ask me (i use the 512mb x1900xt)

I wouldn't have recommended a Dell myself, however it will do for what you need it to do.
If you were still in the market for a graphics card, the 1950XT would by far be the best.
As you've separated out the noise component it's a bit unfair to say the cooling is poor - it very effectively exhausts heat from the card out of the case without affecting other components. It's so good that the card just never ramps up to noisy speeds in normal conditions.
