Depends on the chip. Some do over 3ghz at stock volts or less, some need lots of voltage. If yours does well with no extra voltage, youll be ok, if not, youll need something better.

The Arctic Cooling Freezer 7 Pro is fantastic value for money and can be found for £14.68 at Scan you will also need to take into account your motherboard for overclocking a Core 2 Duo as most P965 chipset boards will struggle to get past an FSB clock of 340MHz though some boards perform better than others, the Universal-Abit AB9 Pro is meant to be a decent overclockers board and retails for £92.77 at Scan, also memory speed has to be considered as if you set a memory to FSB ratio of 1:1 (the minimum on the vast majority of P965 boards) the maximum FSB you can achieve with PC6400 (DDR2-800) is 400MHz so you may want to consider PC8500 (DDR2-1066) if you plan on pushing the FSB beyond 400MHz, which may also entail extra cooling on the motherboard's north bridge.
