None of the Athlon or Sempron CPUs have any L3 cache anyway, only L1 & L2.
A Sempron with 2 x 512kb L2 cache would be exactly what the AM2 X2 CPUs are right now.
Methinks there is a mistake in that article. Perhaps 2 x 256kb L2?
The article is referring the new core AMD is releasing, the 'stars' family of processors.
The top end will be up to 4 cores with L1, L2 and L3 caches, the buget end will be 2 cores and no L3 cache.
It will have the same cache size as the current X2, but with the new enhanced core so it will actually be faster than the current X2.
I was just expecting a new Sempron to still be single core.
