well, I have not tried them but the standard ones listed there are the one that guaranteed ***NOT SOFTMODDABLE***. Only the enhanced ones are softmoddable but they are way too expensive.

I bought 2 Herc ones from CCL's yesterday and both are softmodable.
I'm not guaranteeing anything, but there were 17 in stock before the purchase so either I'm very lucky or this is a good batch?
They also had the r9500 pros' that could be modded to r9700's that they gaurantee. It is pretty expensive though
