We live in Providence at the moment, part of an alliance called Fidelas Constans.
Providence operates under NRDS(Not Red Don't Shoot). With who and what's red decided by CVA. Anyone committing piracy, breaching NRDS or generally being a pain goes red. They maintain an extensive KOS list. You are expected to maintain NRDS in all space, or risk going red, which is the one thing most people don't like, but compared to what most large alliances expect from people living in their space it's a pretty small price. Then again most large 0.0 NBSI alliances are red. So there's not really a shortage of targets, and of course, if someone shoots you first then go nuts.
It's quite different to most 0.0, everyone is welcome and it is quite crowded in some systems. There are Outposts everywhere. A total of nearly 30 in that one region now I believe. Ratting isn't brilliant, they max out about 1.2mil. It is however relatively safe, with almost any large fleets being blobbed out of existence very quickly, the vast majority of reds fly cloaker hac's in 2-3man gangs to avoid this and hit and run. They do this exceptionally well mind you. Red's very rarely deploy caps due to fear of the 'Provi-Blob'. -A- being the one alliance brave enough on a regular basis, even then it's a nano titan fit to DD and warp+cloak up ASAP. Though -A- haven't been coming to play recently due to goons/bob etc.
If you're looking for somewhere chilled to rat, build up strength and get some occasional pew pew then it's great. You can go roaming around the nearby lowsec or down into catch for more pew pew. Lot of people slag off CVA and NRDS, but the fact of the matter is, they've held the place for 5 years without to much problem.
