Changed your thread title and prefixed it with help to see if you can get a reply from the Battlefield 3 players, I dont own it yet so cant comment unfortunately.
From what I believe you should be able to report a user ingame if they are on the same match as you. Other than that it may be worth looking on the EA forums (shudder!!!! ) as there will probably be someone on there with similar issues.
look at your previous battle reports with the offending player, Go to his profile page and on his page top right corner is a warning sign where you can report his profile

We use Metabans on the Scan.co.uk servers.
To flag cheaters on Metabans they must first of been "sighted". That is to say they have played on a server streaming to Metabans.
Now you write a report.
At a minimum that means searching for their name. Click edit under Your Assessment. Check Banned, set the ban length and hit Save.
That won't actually enforce a ban on that player for any server..... unless you are running your own.
A server Admin will need to "Follow" your account to enforce bans. We could Follow your bans. Just message me your Metabans @Username. Any bans you have now or in the future would automatically be enforced on all Scan servers.
Some notes:
In the Reason box for your assessment. Keep it short, so "Aimbot", "Abusing Language", "Wallhack" etc. This allows server admins to filter bans.
Post any evidence or observations in the right hand Comments box.
If you suspect someone put them on Watched List first. That way you can easily see in Metabans what everyone else thinks.
Thumbs up/down is handy for server admins to get an at-a-glance look at who is playing.
