they are both pretty similar, if your looking for graphics mods id follow this guys video hes realease a new version of ICEnhancer i think and uses a HD Texture pack with it. Get that plus a few car packs and youve got a very good looking game. http://www.youtube.com/watch?v=Ynxg0xnrLZ0
ive been wanting to do it too to add real cars etc is there anything akin to the nexus mod manager?
Having had a look at that, it seems like it's as good as Gionight's enb (which I think is one of the best) and supports 1.0.7!!
what type of graphics card is recommended to run Icenhancer?
Would a GTX 580 be enough?

I use icEnhancer and some high res texture but I can't remember the name.
I can run that with a FX-6300 and a 7870 at around 40-60 FPS at 1080p
FYI, the latest graphic tweak provide by icehancer, which is icehancer 2.1, it provide realistic graphic with minimal performance hit. But i waiting for icehancer 2.5, it will realease this month in http://www.icelaglace.com/ . Follow his forum, for more information about tweaking GTA 4.
Yeah after my exams I'm gonna try having two gta's on my pc. One modded on the ssd and another unmodded on the hdd (maybe) for online play.
I ran an earlier version of icehancer on my current build (<<<) with a just barely playable 25 FPS. Though the visuals were worth it.
Resolution set to 1680x1050.
So if I can get away with it on that, I am sure a 580 will do it more justice. No HD packs though!
I'm running Icehancer 2.1 on newest 1070 build on Steam and its running nicely except odd flashes of red in the sky but its a known issue with latest Steam build. Looks really nice must admit.
Just a heads up. If you have the EVGA Overclock utility or MSI Afterburner running beside the clock the game won't launch, just exit the relevant program and it will start no worries. Found this was my issue due to having Afterburner running in background.
Is it easy enough to install then?
I have the steam version of the game.
You just copy across some files and job done.
There seems to be more issues with the steam version, so you can downgrade, but then you can't play online.
Yeah, its easy enough to do. Its a tiny file also for what it does.
Don't copy the shaders folder over though as it caused mine to crash.
IceHancer 2.1 also includes ENB 0.82
I also installed VisualIV which seems to have sorted the issue with the occasional red sky flash you get on 1070

Looks really nice and I am getting around 30fps playing it with only the odd stutter which it done even on vanilla build.
It's not a Steam problem. It's GTA IV's main .exe. "Down"grade from the current 1.0.7.0 to 1.0.4.0 to avoid this and a lot of other stupid bugs and glitches R* introduced in the newer patches. User xliveless to disable Games for Windows Live entirely (it will be nagging for updates). That way you can pretty much install any mod you want without any stupid multiplayer checks that won't let you modify stuff.
I've got a 4.xGB large high-res texture pack on my server somewhere. I don't really want to post a direct link here though because it'll inevitably end up on google (wasting my traffic)
