I'd say the main difference between a gaming and a standard PC was the GPU. Obviously they tend to have stronger CPUs and RAM than standard too but you'll be spending a lot of money on a good graphics card.

Like KeyboardDemon has said it is balance between the CPU & GPU with 8Gb ram minimum.
A lot of games are now supporting multi core processors so you need a decent i5 or or quad core Phenom 2 or better. You know you have the balance right if you get a few year out of it, the build I done 3 years ago is still powering through most titles at 1080p as I balanced it just right when I built it.
Over 8gigs ram and for the most part 2 gigs vram (though watch_dogs makes use of 3) is pretty much overkill. Not to mention gtx titans.
i would say an ssd is a must nowadays for super fast boot times
