You'd have to create an email address for him with something like Gmail and then sign up to the Elite beta with that address.
There are no official manuals or anything beyond the tutorial basics, as it's still only Beta testing. However, a lot can be figured out from watching your screens (comms, info and the Left & Right panels) and reading the forums.
You likely got fined because you fired while still within the No-Fire Zone. Almost every station has one and on approach to land, you will get a comms warning message from about 5km out saying "Entering no-fire zone". You get another when leaving.
Also, if you shoot someone without provocation, you get fined about 200Cr (and a further 600Cr if you then go on to kill them).
Firing upon randoms will just get costly, not to mention you'll more than likely end up dying. Lock them up first, put them in the centre of your screen and then look at the bottom left of the screen. You'll see their name and then their status will flash up, either Clean or Wanted. If they're Clean, firing on them will land you a fine. If they're Wanted, take em out! If you're successful you'll get a Bounty Voucher which you can then take to a station and cash in. As Ttaskmaster suggests, firing upon anyone within the No Fire Zone (pretty much within a few Km of a station) will land you in trouble. Also, if you don't clear your fines within 24 hours, the fine becomes a bounty and then you're fair game for anyone else!
Just got my Viper sorted with some thruster upgrades and overcharged multi cannons x4. It's a bit tatsy now, ripped apart an Anaconda (got it on video) without too much trouble, and it's able to take apart Sidewinders like they're made from paper. Ammo is an issue, but I can see this being my main build to aim for once we get wiped again in a couple of weeks.
Nice, I managed to buy myself a cobra mk3 last night. It's awesome - top speed with 4 pips and thrusters of 400, reducing down to 360 before I hit thrusters again. So an average sustained top speed of about 385-390 overall. I've no idea about weapons so I just added some auto tracking gimbled chain guns to complement the lasers. I've upgraded the power supply to the best available and maxed out cargo as far as I could (think I have 22 storage now). Seems like a great all-rounder.
With regards to earning credits. I'm still completely confused when it comes to people wanting specific items at a station - no idea where to source them, or how to find out.
For a complete beginner I've found a decent trade run circular route though. Between NLTT 49528 (Fullerton City) and LHS 64 (Fisher Platform + Lock's Claim)
Starting at Fullerton, pick up missions going to both orbit platforms in LHS 64. There's at least a couple of "data" (no cargo space required) missions always, plus physical goods runs to either orbit platform. Jump to LHS 64 and dock at fisher Platform (approx 160Ls away from LHS 64 jump in point), drop of missions, and pick up missions for Lock's Claim and Fullerton (return leg). Go to Lock's Claim and drop off missions from both Fullerton and Fisher, picking up more jobs for return to Fullerton.
Full circle journey back to Fullerton I reckon is a 20 minute round trip. In a sidewinder you should earn ~ 8-15k, in a hauler you could earn 15k-30k, in my cobra last night on the return leg to fullerton I had 16(!) missions to cash in (plus those going to the orbit platforms...maybe 26 total). I reckon my round trip earned me about £80k total. Typically you can easily hit 50k though.
It's a safe and easy system to build up credits. Also Fullerton station has MASSIVE stock of parts for hauler and cobra mk3 at least, and you can buy pretty much all the ships there.

Weapon - depends on your play style and ship make up really. Lasers obviously have no ammo constraints but create more heat. Heat requires better power plants which cost and weigh more...
Gimballed weapons help by auto aiming to a certain extent. Ideal for ships that have poor convergence (Cobra wing tips for example). But, they don't so as much damage as a compromise. So if you can aim, stick to fixed.
Turreted are even weaker but can keep a 360 angle near enough which combined with beam lasers can be lethal.

Oh hey wasn't aware of this, might have to give the beta a look, seems pretty good from a video or two. Just finished replaying Freelancer a week or so ago, great to see some more games like this coming out other than just Star Citizen, thanks for bringing it to my attention.
Its a shame we seem to have had a drought of these type of games for so long.
Biggest hint I can give is to have your lateral thrusters assigned to a POV hat, and to use them when turning. So, roll so the target is in the vertical line in the centre of the screen and pull back on the stick. You'll begin the 'loop' and given two ships of the same capability turn at the same rate. Neither ship will gain an advantage, so you'll not get a shot off. First step to help is to throttle back into the blue zone. However should your opponent do that then you'll end up going back to square one, equally matched. If you however do that then start using the vertical thrusters alongside the loop, you can help point your nose more toward the target and so have a chance of getting a shot off, much like a Harrier jump jet performing a VIFF. You can use the thrusters to push you in front of or behind which is incredibly useful. It can also be used defensively, should an opponent outturn you and start to bring their nose to bear, you can use vertical thrusters to push you out of their reticle. You might still take one hit, but at least you'll not be constantly being worn down - unless they have gimbals or turrets. That's why people tend to run them if they're into PvP, because despite the damage nerf they get the ability to shoot beyond the natural aim point of the ship - very common when fighting a PC rather than NPC.
