Alt f4 doesn't work like that any more; you are persistent in the game for like 10-15 seconds so you can be destroyed.
You were fair game before, though. All it takes is one pilot in an Anaconda to storm through blowing up lesser ships and suddenly you're another statistic.
The payoff is that when you look at a system's Top 5 Most Wanted list, that pilot who killed you now has millions of bounty Cr on their head. IIRC, that bounty is paid for by that pilot's insurance when someone finally kills them and must still be paid off in full by that player, which is deducted from them whenever they are playing.
So while you lose a few mil Cr perhaps, they get royally stuffed... Last top bounty I saw was something like 29 million, I think!!
Failing that, band together with some people and go hunt the bar-stewards down!!
That's what the community and Open play is all about. Plus you'll get millions in bounty payments, with which you can buy a better ship and stay safer!
As for the rest - You can still play how you want while remaining in Open. Just zip off outside the more heavily populated starting systems and get out where fewer people play. The rewards and potentials are much higher out there anyway!
Either players will gang up on them, or the Dev Admins will engineer an in-game way to take them down. Perhaps a rival faction will eliminate them, or the Cops will hit them with a few ships that they have no hope of defeating... followed by their insurance mysteriously refusing to pay out (being an in-game explanation of being banned).
Heck, maybe they will get 'arrested' and all that player gets is a FPS environment comprising a small prison cell for the duration of their (perma-?) ban... or worse yet, an immovable view out through the window of their cryo-prison capsule!!
That is the change though, if you align with a power and leave the area occupied by that power, then no bounty is applied if they kill you.
So it sounds like you have to align with a power to get the ship/trading/whatever bonuses, but the universe suddenly gets very small for you in open play.
So don't align with a power, don't stray from your chosen power's area, get better at combat,
Bear in mind too there is a big difference between getting killed for valid reasons in-game (especially if your opposition is actually playing as a criminal) and ganking which is more like repeated gang-ups on players for no discernible reason.
IIRC, you can also Ignore players (which I think means they'll never show up in your Instance) and report them if they are actually being a problem.
Lastly, the actual quote is: "The Pilots Federation waives all penalties for engaging invaders in combat during times of war".
To me, that only applies if there is direct conflict between powers over the system you're actually in. Use of the term implies you're defending, as well, in which case it may not apply if you are the invader...
But generally, I'm reading that as normal rules apply if you're an L16 Freedom guy and wander into an L16 Slavery area which is NOT being contested.
I also note that they speak of how Powers are sometimes aligned with the Federation, Empire or Alliance, so I understand 'Powers' mainly describes local factions rather than the big three. This may have a minor effect on your Fed/Emp/All standing overall.
Those bonuses only apply in your friendly space anyway, though. You jump a few systems away, you're as much of an Average Joe as the next pilot.

Yeah, the devil is in the details and will just have to wait and see.
I am in one of the Hexus private groups, played in it a couple of times so far and not seen anyone else there yet, perhaps that is a good compromise for me.
I think I am worried from seeing how games like WoW have gone. PvP is a big thing in that game, in as much as it is forced on you on a regular basis. Sometimes I am in the mood, and a BG can be fun. But otherwise, seeing how they "rebalanced" all the classes to the point that they are all much the same to play, the PvE experience was utterly ruined by trying to make the PvP experience fair for the minority that cared.
I need to get back into Elite. Haven't played since the community exploration goal ended. Not too sure about the powerplay changes either. As with most games the lack of real muliplayer-ness and community feeling has made me interest run out.
It's not something I particularly level at Elite, just something I feel in general. Been searching for something thats going to capture my interest again and keep me coming back again and again for a good while. I used to have that with all the years I spent on CS:Source with a clan and Guild Wars and WoW that I have not managed to re-capture since. I stayed with those games for so long purely down to the people I was playing them with.
Indeed, and I have read idiots complaining that interdiction is broken because it is possible for people to get away rather than being forced to fight.
I am generally in a T7, I am not playing for PvP
If I was seriously role playing, if this was modelling real life, then I would have a fighter escort to protect my 1Mcr of cargo. But that sort of thing is what makes real life tedious, and this is a game.
My basic problem (it hits other games as well) is that my play tends to get very frequently interrupted by family life. If I could get the kids interested in playing it wouldn't be so bad, but sadly they aren't interested

I tend not to find anything like that.
I was going to go looking for one of those Titan X cargoes, but even then they all seemingly went within hours.
I figure whatever this is, it's something that will be picked up by those über hardcore players who seem to do nothing but play Elite 24/7 and who got Elite three ways within days!
Personally, I'm busy trying to get myself a Python.
I've already dropped about 100m Cr on fully kitting my Vulture, Asp, T6 and Cobra III, but I kinda want to keep them all... which means grinding up from scratch. RES farming and Bounty Hunting takes too long and the endless trading is kinda dull at times...
I still need to try out a Fer-de-Lance and the Imperial ships as well!!

After the CG for stopping Patreus finished I had 60M in the bank, so had to decide between updating the T7 into a T9 or getting a Python. Because there was a trade CG going in Diso I went for the T9. Wow that thing flies like a brick, utterly devoid of all ability to turn. Class A FSD costs 16M as well, and the Class B jump distance isn't too impressive so I am avoiding travelling too far. When the CG is over though, I will try and dig out a nearby decent trade route. Shifting 492T per trip, it shouldn't take too long to get the old bus uprated.
Edit to add: Looks like the Diso CG is over. Hoping I didn't get knocked out of the top 15%, a 14M reward will get me some nice T9 toys
I'd love to try a FDL too, but I'm far too poor for that. Instead I'm concentrating on trying to rank up, so I'm searching for conflict zones and smashing up the bigger, higher ranked ships. My Vulture's pretty much the way I want it for now so any cash I earn is just a bonus. I'm sick of being 'Expert'.
