Edit to add: Have you found http://www.elitetradingtool.co.uk/ yet? Tell it where you are, how much money and hold space you have and how far you are prepared to fly, and it will tell you what best to buy and where to take it.
Never blow yourself up if you run out of fuel. Find the Fuelrats and ask for some help. They'll send someone out to you and top you up for free. The guys are legends :)

You can just use the reboot/repair option. Takes a little while and you're a sitting duck whilst it does its thing, but it'll get you going enough to FSD and Supercruise so you can limp back to a station.

Yeah the huge underside FDL hard point is pretty much an opportunistic weapon only unless you can pull some serious lead on your target. Good job 4 pulses is generally enough for PVE.
I keep meaning to try a large laser underneath and then 4 cannon or multi cannon. Not very efficient for PVE but supposed to be a good load out for PVP and quick kills.
