I believe the damage is decided server-side. It would be very very stupid of FD to give Horizons players a combat advantage over Vanilla.
I know there's something been done regarding a V trying to follow an H into planetary landing, for example, to avoid that being an escape/exploitation by the Hs.
IIRC, it's something like H simply will not be put into the same instance as a V in the first place (unless you deliberately Wing up, make Friends, or the like).
If that is the case, a V will also never meet an H in combat, so won't be at risk from any ammo bonuses...
Basically, it's 400 billion+ extra places to go explore, trade, do stuff and so on, with the expectation of helping expand, terraform and colonise the planets. The extra dimensions of combat too (surface-surface-air-air-surface), which is just very good fun!

You need Horizons to craft ammo, which gets up to a 50% damage bonus. So you get nice extra ammo and it does more damage, but only if you bought Horizons.

Holy fork they have done some work here. Perfomance on my cruddy intel 4000 has increased by about 30-50%!
However that is not as bad as the near verticle learning curve of all the new things. This is going to take a few hours to get right.
I've had a quick hour to see what's what. Landed on a local planet and picked up a few materials. SRV is good fun, but control mapping was a little hit and miss. I'm not convinced I have it quite right yet but we'll see.
I'm also struggling to get my head around the installations. I saw one on the left panel list so decided to head over to take a look at it. Once I got close I was given a trespass warning and didn't have an option to dock/land. So what's that about? I didn't decide to push my luck since it was an installation aligned with a faction I'm trying to become friendly with. Anyone know the deal with these?

Just got Elite Dangerous working with my OnePlusX and a cheap VR headset from Amazon. Got some issues to address but the general experience is superb, easily matching the visual quality of a friends DK2. It's been a while since I've used his Rift but I'd say the screen door affect was much less noticeable.
Issues to resolve are
1) Image "warping" when turning. This is a result of the resolution (the aspect ratio you view compared to the aspect ratio of the pixel screen size each eye sees) I believe and is fixable by setting a custom resolution in the nVidia Control Panel
2) Can't use mouse to maneuver the ship and have free-look with the gyroscope from the phone with my current settings. Either both do free look or both control steering.
On the positive side the image quality was flawless.
You need:
nVidia GPU / moonlight app on your phone (this is like an open source equivalent to "nVidia gamestream" for all android devices)
Geforce experience app (sign up for nvidia account under shield tab)
TrinusVR desktop app (on loading up, click the gears symbol along the top, click "advanced mode" to get a more normal looking GUI) Then under the "main" tab, switch the capture mode to moonlight.
You can use Trinus VR without moonlight/nvidia gpu, but the results were poor in comparison so I wouldn't recommend it for AMD cards at present (although by all means try it for fun!)
Trinus App for android should be downloaded (£4.99) and then using USB cable between phone / PC turn them both "on" so they connect (triangle symbol is purple when "on", click to toggle on/off). Remember to enable "USB Tethering" on your phone in the settings (there's a button to direct link to it from the phone app to turn it on quickly - the USB symbol bottom middle of the screen)
First stage is to pair your PC/Geforce Experience GUI and Moonlight. Open moonlight and as long as you're on the same network you should see a symbol representing your computer on the Moonlight app on your phone. Click that, input the pairing code from your mobile onto the pop-up box on your PC (pops up automatically). Once this is done, run Trinus on PC and phone, then pair them together. Moonlight then takes over showing you all games you can start on your phone (or steam, which launches Big Picture mode on your phone). You can move an arrow pointer around the screen using your phone as a touch pad to navigate.
In Elite switch the graphics mode to "Side by Side", or if you launch Horizons just start "VR mode" when prompted on initial load up to enable this automatically.
If anyone's interested I can make a video showing you the basics to set it up.
The VR headset cost £12 so it's definitely worth a go if you have a phone with 1080p or higher screen and a decent (GTX960 or above) GPU.

I got quite shot up by an NPC pirate when doing a BB mission near the CGWas 'only' a FAS with a lowly combat ranking at that - guess I suck because Cobra's should be OK I'd have thought. It also massively highlighted the problem on server based gaming - at the precise time I was being taken to 50% hull I was needed elsewhere in the household... No pause/exit button

The federal assault ship is a 19 million ship, Cobra would've really struggled as it has a high top speed for it's size so you'd have been in firing range for a good while until you could boost out of range. Just bad luck really.
Yeah the inability to immediately pause can cause issues on occasion when the little one runs in!
Bit of a strange one, i went to a distress call yesterday, there was a NPC ship that had run out of fuel. How exactly are you supposed to help them out?
And is there any reward for doing so?

FAS is a serious threat no matter what the rank. I give FAS a second thought before engaging with my A spec FDL!
