Red alert 3 is good and the mp has been killed so it should fit your criteria of rts
gog.com if you didn't know about them already. I'd recommend the stalker games for an excellent fps/rpg game.

Yeah I have just come across that site. I was thinking of getting into the Witcher Series and from what I have read that site is in partnership with CDPR and they share my views for DRM. So I think I will get the Witcher series from there. Thanks for the game tip too.

that speed/ping should be fine for multilayer i mind playing on 56k modem line.... counter strike 1.1-1.6 then source and i think i only got 5k down and about 2k up and 100-250 ping
You can pick up the Gold edition of Medieval 2 total war on Amazon for £6.08 atm. Probably thier best game in the series. Well worth a play through.
Loads of the older games do not need a faster connection. Eg you can play red alert at full speed with a 300ms ping :P
As others have already said, ping or latency is much more important for gaming than bandwidth as the amount of data being transferred is negligible but the speed at which the data gets to and from the game server is important to reduce lag. Jitter is also worth taking in to account, the higher the jitter, the more variable your ping results were which indicates instability on the connection, which is not good for fast paced gaming.
Check out http://www.pingtest.net/ for a better test for checking out if your network connection can handle online gaming.
That being said, if you just don't like online gaming or still have issues with online gaming, GOG has already been mentioned and they are one of the best sites for non-DLC games that I am aware of, plus they make sure all the old classics they sell work on modern operating systems.

couple of game breaking bugs in it, but easy enough to work around
- don't kill the sin members in the house,
- save before going in train tunnel on helicopter escape then find location for the bandit documents from sin guy, reload save then go get documents before going in tunnel
