I believe Streets of Rage 4 supports 4 player local co-op. It's also a superb beat-em-up if you like these types of games, soon to have a DLC pack released too.
It also supports the "remote play" feature on steam, so you can invite friends to play over steam who don't own it, and play using your owned copy of the game, like you would if they were sat next to you. It's a great feature.
Found two more with four-player split-screen:

Divinity: Original Sin 2 - Definitive Edition :: From store page "Up to 4 player online and split-screen multiplayer. Play with your friends online or in local split-screen with full controller support."
Micro Machines World Series :: Although it has mostly negative, I used to play the predecessor on Megadrive II with my bro. And it was awesome. So would probably still be good for multi (co-op, not really!)

I think Duck game and Stick fight are also 4 player splitscreen though I'm not 100% certain. And Castle Crashers.
Nippon Marathon was also pretty amusing
I'm fairly sure I've used a controller for all these.
As mentioned above, Overcooked is excellent. I'd also recommend Minecraft Dungeons, I can imagine that would be an absolute blast with 4 players.
