Relative XP?

Hi,
I was just wondering if XP rewards that come with quests are relative to the level at which you do them e.g

When I was lvl 30 a green quest was almost valuless to me a couple of 100 xp in most cases, however now IM lvl 44 a green quest is worth 2800xp to 3200 xp ??

It seems the the rewards for quests chnages with lvl so this must mean that even if I have a higher XP to attain a new lvl the speed at which I do this remains the same as the quest rewards go up with level?

In short its as easy to level up at 45 as it is at 20?

any thoughts?

Its takes longer to go up at higher lvls that it does at lower ones. The rewards at lvl 10 for completing a quest are maybe getting towards 10% of the lvl. At lvl 55 they barely touch 2-5%...
