From reading around its gonna be something like chance on hit (not sure whether its you being hit or the mob, probably you with it being armour...) to restore 30 energy...

a proc of +30 energy would be well tasty though, trying it on the test realms now, if i could ever get my charachter made

The dagger is BoP, meaning as soon as it's made it's soulbound to the person that made it :'( So unless you have 300 Blacksmithing (Weaponsmith) then you won't be getting that dagger
