Not much worse than any of the others really. Water to air is probably best if you want something easier to farm.

Air is by FAR the worst drop rate...fire is not too bad, water is quite good, earth well never needed it (or needed it too quickly to try grinding for)...but Air is a nightmare to get hold of. 18g each in the AH tells you that, and I bet the auctions don't all time out....and its going to get much worse with the changes to stormshroud armour, these agi enchants, and other recipes using it....

*Edit* even worse is the fact that they drop no other loot (well apart from elemental stuff, ie Essence of Fire, Heart of Fire, Elemental Fire...and the occasional Burning pitch for fire eles)...making grinding them, at level 60, extremely unrewarding...you get no cloth (fair enough), you get no cash (ditto)...if they would at least up the drop rate of the item-for-cash item you wouldn't feel after a 30 minute or 1 hour session thats got you 45 silver of Burning Pitch and 1 Heart of Fire that you are pointlessly pouring cash into Blizzard's pockets...

Air is roughly 3%. It's about the same as fire, just people accumulate more fire because it drops in BRD/MC so it's cheaper to purchase.
Water is much better around 8% drop.
