I really like the 2nd photo - night time photography is something I want to do a bit more of. If you don't mind me asking, has it had anything done to it in Photo Shop....and if so what?

Use a tripod for night time landscape pictures.
For night time shots, I tend to overexpose a little bit. You pick up the colourful "light pollution" in the sky. If in front of some water, with the long exposure, you get that velvety quality too. IMO, it's not a big deal having lots of blown out white bits from lights if you get the colourful atmosphere.
Here's one I took, leaning camera on a pillar or something so the exposure wasn't long enough for the silky water :(

I would say the fog has lowered the overall contrast of your image, which is why it looks "dull".
Increasing the contrast slightly in post may help a bit there.
Looking at the exif, 30sec at f/14; I personally wouldn't have shot it at f/14.. f/8 - f/11 probably would be enough unless you needed the slower shutter to catch motion blur.
Also, long exposures are usually done at 100 iso. If you have a tripod, there's no excuse not to use 100 iso :)
(I was trying to see what it would look like at a cooler colour temp. Gah, blasted jpgs.)
