I'm guessing he believes due to the free delivery offer.
Personally, I've been using Scan for a great many years before I signed up to this board and I'd also put my vote in for them.
I have always liked Ebuyer, good prices, and helpful advice when needed. I recommend them.
This is exactly what is currently happening to me. If I were you, I wouldn't use Scan and I wish I had known what their service was like sooner.

Well Scan have two official support sections in the forums, there is the free delivery after 20 posts scheme and Scan links to Hexus reviews directly from their online shop.
Obviously there are connections... perhaps "insanely biased" was a bit strong of a description (and I apologise for that) but there are clearly links nonetheless.
Links, yes. Bias, no.
The fact Scan use HEXUS for reviews says good things about the quality of HEXUS reviews, and the fact they use HEXUS for their support forums shows the strength of the community. Scan get no bias, favourable or unfavourable from the mods/admins here
Scan are good for parts, and the prices are competitive, especially with free delivery.
I wouldnt use Scan if i ever bought a pre-built system though. Even if the after sales is good (which i don't know but heard), their prices for system builds are over the top for what you get.
If you arent happy to buy parts and build yourself, I would find someone to do it for you (a mate or something), as you will get ALOT MORE for your £1500 that way.
RMA's can become a headache with scan if the hardware doesn't smoke when they test it.. As they never believe you. and the Returns manager has the hardest camera in the world to operate lol 4 phone calls and 5 days later a photo was in my emails.
But im sure everyones had 1 bad experience with someone. People just dont like being asked for £30 testing fee's unless them RMA testers are on £600 a day
I'll buck the trend and recommend someone else, now who was it?

Scan, first call every time, and I have rarely had to return anything, but if you follow their procedure, ring up and get a number first, there's usually no problem.
I've found CCL good too, and also Overclockers for Cases.

Joined these forums a few years back but only ever browsed thus my low posting. I've used scan in the past on other accounts due to work etc. Always been happy with the goods, service etc.
I tend to check their offer pages and so on maybe once a month (bad habit of browsing randomly heh) or if im after a specific piece to at least gage value if not purchase.
Amazon have been pretty good to me of late, shipping a big bonus there and often their prices are very competitive. Had a dud PSU off them years back but that was a re-seller rather than direct.
Sometimes glance over ebuyer but rarely find good value on there and i know folks who do/have worked for them.
As has been said this forum will undoubtedly have a lean towards Scan for obvious reasons, but its worth checking around as many sites as you need anyway so you can gage best price for all your gear
